It was the first time that she had visited the city是什么从句？
不是强调句，强调句应该是It was for the first time that she visited the city.
不是定语从句，定语从句应该是It was the first time when she visited the city.

when代替不了for the first time，只能用that或者for which(很少)。用when更多的是引导时间状语从句。

定语that. the first time要求一个定义，否则没有意义。
有个规定，定义用that引导，基本上大家都明白这，尽管有人【刻意】不遵守。例如，关于人，[ .... a person that +(clause)] 有人改成who.

就是定语从句。对于一些特定的表示时间/地点/原因/方式的先行词，其定从可以用 that 引导，此时 that 做关系副词，并且可以省略。
